The Blowing Rock Planning and Zoning Board met on Thursday, August 21, 2008 for their regular scheduled meeting. Chairman West called the meeting to order at 7:00 p.m. Members present were Nelda Miller, Greg Grana, Sue Sweeting and Web Alexander. Staff members present were Planning Director Kevin Rothrock and Administrative Assistant Sherrie Pitts.
Ms. Sweeting made a motion to approve the minutes with changes to the
third paragraph changing Drive to Street. Mr. Grana seconded the motion. All
members were in favor of the motion.
Mr. Rothrock gave the staff report to the board in reference to noise ordinance amendments. Town Council has asked the Planning Board to consider amendments to the noise ordinance dealing with construction noise between the hours of 7 AM to 9 PM every day. There is no restriction in addition to these hours for Sundays or holidays. Some residents have complained that construction noise should be further limited on Sundays and holidays.
Staff recommendation is to revise the construction noise exemption to limit the construction noise start times on Sundays and holidays to 1 PM.
A copy of the noise ordinance was included in the Planning Board packet
Mr. Grana requested a definition for holidays. Mr. Rothrock advised holidays recognized by Town offices would be the standard.
Chairman West opened discussion on other noises such as raucous parties and suggested to be consistent with other time limitations by adding time limits to party noise to read 11 PM –7 AM. The board discussed disposing of bottles, cans and other refuse causing disturbing noise at late hours. Consensus of the board was to add the time limit of 11 PM to 7 AM to disposal of refuse, bottles and cans to the ordinance.
Ms. Sweeting made a motion to approve Noise Ordinance
amendments, and add
1.) holidays recognized by Town Council
2.) in 5-1.3
#7 to include crates and glass
3.) change
to consistently state between the hours of 11 PM to 7 AM
4.) to 5-1.5
(A) all subsection.
Mr. Alexander
seconded the motion. All members voted in favor of the motion.
Mr. Rothrock gave updates on water connections and
interconnections to Boone and ASU. He advised of the discussions of land
trading with the
Mr. Rothrock commented on the level of construction within the Town and the economic impact it has. He explained that this time last year we had approximately 10 new single-family homes being built. This year to date we have 21 single-family permits.

Mr. Rothrock said that the BRAHM plans are about six months from the permit application. The swimming pool project is being bid at this time. The new fire department building open house is set for September 7.

Ms. Sweeting made a motion to adjourn. Ms. Webster seconded the motion. All members were in favor of the motion.
With no further business the Planning Board adjourned at 7:45 PM.
