The Mayor and Board of Commissioners for the Town of Blowing Rock met in regular session on Friday, August 2, 2002 at 7:30 a.m. Present were Mayor J. B. Lawrence, Terry Lentz, Keith Tester, Rita Wiseman, and David Wray. Barbara Ball was out of town and could not attend. Also present were Town Attorney Allen Moseley, Town Manager Don Holycross, and Town Clerk Barbara Beach.

Council members reviewed a list of citizens interested in serving on a Recycling Study Committee. The purpose of the committee is to analyze our recycling activity to determine if a cost-effective method can be found to continue recycling as a town department for the second half of the fiscal year. Ms. Wiseman moved that the following citizens be appointed: Al Rapp, John Duncan, Donna Merrell, Carol Aldridge, Lynn Coulthard, Marie Weingartner, Martha Yount, Doug Beach, Johnny Lentz, Bill Pitts, and David Wray, Chair of the Committee. Mr. Tester seconded the motion, and it was approved unanimously. Council asked that the committee make a report no later than the December meeting.

By motion of Ms. Wiseman, second by Mr. Tester, Council unanimously agreed to delay charging the budgeted increase in solid waste fees until January 2003.

Mayor Lawrence convened the meeting in closed session by authority of NCGS 143-318.11(3) for consultation with the Town Attorney. When this discussion was finished, the closed session continued by authorization of NCGS 143-318.11(6) for discussion of personnel matters.

Upon reconvening, there was no further business, and Mayor Lawrence adjourned the meeting at 9:30 a.m.
