TOWN OF BLOWING ROCK BOARD OF COMMISSIONERS Work Session February 9, 2004 The Town of Blowing Rock Board of Commissioners and Planning & Zoning Board met in for a special work session to discuss the Comprehensive Plan. Council members present were Mayor J.B. Lawrence, Commissioners Barbara Ball, Rita Wiseman, Terry Lentz, Keith Tester, and David Wray. Planning members present were Chairwoman Susie Greene, Ron Oberle, Jim West, and Cobb Milner. Town Manager Scott Hildebran, Zoning Administrator Kevin Rothrock, Landscape Specialist Perry Davis, Administrative Assistant Sherrie Pitts, and Sharon Greene Assistant Town Clerk were also present for the work session. WELCOME: After welcoming everyone, Mayor Lawrence called the meeting to order at 4:00 p.m. COMPREHENSIVE PLAN (2004): The Comprehensive Plan is one of several tools used for defining, shaping, and enhancing the small town character that makes Blowing Rock a unique place to live. It is divided into eight (8) chapters – Land Use and Development, Preservation of the Natural Environment, Recreation and Cultural Resources, Economic and Commercial Development, Municipal Services, Transportation, Regional Cooperation, and the Action Plan. After reviewing the Comprehensive Plan, Commissioner Tester felt that the action statements and policy statements should be separated in each chapter. It was the consensus of both boards that this change should be made. The following changes were also made: All references removed from the Policy Statements. Page 4, Land Use and Development 1.A.3 should be deleted. Page 7, 1.B. 8 line two was deleted. Page 9, 1.C.2 second line reads as The Town, the Tourism Development Authority, the Merchants Association etc. Page 14, 1.E7 add curbs to the list. Page 18, 1.G.6 add 2nd sentence of 5.A.1 to it. Page 21, 2.10 Move this statement to the introduction of the Comprehensive Plan. Page 22, 3.A.2 change to read – Continue to promote the establishment of year-round cultural opportunities. Page 22, 3.A.3 change to read –Promote, protect and preserve the history of Blowing Rock. Page 22, 3.B.2 punctuation changes. Page 26, 5.B.1 Combine the first and third sentence. Add the words "in-town" to the third sentence after the word other. Page 27, 5.D.3 add commercial establishments to this sentence. Page 28, 6.2 Omit the words pedestrian tunnels. Page 29, Remove redundant Policy Statements. Page 31, Add 7.9 Coordinate with Boone and Watauga County Planning Boards. 7.10 T.D.A. and other tourist-oriented organizations in the High County. 7.11 High Country Council of Governments. After making these changes, dates for public drop-in session were set for February 24th from 9:00 a.m. to 12:00 p.m.and February 26th from 2:00 p.m. to 6:00 p.m. Individual meeting with department heads were also scheduled for February 23 and 25th from 4:00 to 6:00 p.m. There being no further business to discuss the work session was adjourned by Mayor Lawrence.
