Mayor J.B. Lawrence is a native of Watauga County, and has been a resident of Blowing Rock since 1972. He attended Appalachian State University. Mayor Lawrence is the City President of the United Community Bank in Blowing Rock.

Mayor Lawrence is a member of the Blowing Rock Rotary Club, Blowing Rock Rescue Squad, Blue Ridge Electric Membership Board, High Country Council Government Board, and attends First Baptist Church in Blowing Rock. He and his wife Lynn, have two children and three grandchildren.

Mayor Lawrence has served as Mayor since 1997 and was a member of the Town Council from 1989-1997. His current term will expire in 2009.

Barbara W. Ball has been a resident of Blowing Rock for over 20 years. She attended the Garland School in Boston, Massachusetts where she received a degree in Nursery School Education. Mrs. Ball, prior to her move to Blowing Rock, was the Director of Adolescent Development with Mediplex Group in Boston.

Mrs. Ball is a member of the Blowing Rock Historical Society, Blowing Rock Community Club, and is a member of the Rumple Memorial Presbyterian Church. Mrs. Ball is also the Town Clown. Mrs. Ball and her husband George, have four children and five grandchildren.

Mrs. Ball has served as a Council Member since December 1993. Her current term will expire in December 2009.

Sworn into office in December 2005. His term will expire in December 2009.

Keith Tester is a native of Watauga County, and has been a resident of Blowing Rock since 1996. He attended North Carolina State University where he received a BS and MS in Applied Mathematics. Mr. Tester retired from AT&T as an Engineering Manager. Mr. and Mrs. Tester own and operate de Provence et d’ailleurs on Morris Street.

Mr. Tester is a member of the Blowing Rock Historical Society, Blowing Rock Chamber of Commerce, Blowing Rock Merchants Association, Blowing Rock Hospital Board, and serves as Town Council representative member on the Tourism Development Authority. He also previously served on the Blowing Rock Planning Board. Mr. Tester and his wife Danielle have two children.

Mr. Tester has served as a Council Member since December 2001. His current term will expire in December 2009.

Sworn into office December 2007. His term will expire in December 2011.

Albert Yount is a native of Newton in Catawba County, NC and is former chairman of the Catawba County Board of Elections, Chairman of the Hickory Regional Planning Commission and is a retired member of the Newton Fire Department. He served an active duty tour in the US Navy and has a degree in History/Government from Lenoir Rhyne College in Hickory, NC.

Mr. Yount and his wife Martha have been Blowing Rock residents since 1995. He is a member of the Historical Society and served as a member of the Blowing Rock Planning Board for six years.

Mr. Yount was sworn into office December 2007 and his current term will expire in December 2011.
