APPROVAL OF MINUTES: September 8, 9, 22, & 25, 2008

 

PUBLIC HEARING

 

1.      Noise Ordinance Amendment (Ordinance #2008-13) - Construction

Public hearing to consider changes to construction noise hour limitations and construction on Sundays and holidays.

 

OLD BUSINESS

 

1. CUP #2007-04 - Blowing Rock Commons

Consideration of a Conditional Use Permit request from Chetola Severn Partners, LLC for a multi-phase project that includes a 72-room hotel, 2 restaurants, 21,000 SF of retail mixed with 16,000 SF of office space, and 36 condominium units. The proposed project is planned for the 7.28-acre vacant parcel along Main Street across from Boxwood Lodge. The property is zoned CB, Central Business. A new access road will be provided through the site between Main Street and Hill Street.  The project will include 2 levels of underground parking and surface parking to serve the hotel, restaurant, and retail/office uses.  

 

2.      Art in the Park - 2009

Consideration of a request from the Blowing Rock Chamber of Commerce for a lease and location approval for 2009 Art in the Park.

 

3.      Drought Update

Receive update on status of current drought and discuss town water conservation stage.

 

NEW BUSINESS

 

1.      Bids - Robbins Pool Improvement Project

Consideration to reject bids for the demolition of existing pool and associated structures, grading, erosion control, swimming pool construction, asphalt paving, concrete paving, sidewalk construction, bath house construction, water and sewer services, storm drainage, and related appurtenances located at the Robbins Memorial Swimming Pool - 173 Lakeside Drive.

 

2.      Blowing Rock Retail Study (Resolution #2008-09)

Consideration of a resolution to adopt the Blowing Rock Retail Strategy drafted by HyettPalma.

 

3.      Identity Theft Policy (Resolution #2008-10)

Consideration of a resolution to adopt an Identity Theft Policy.

 

4.      Surplus - Vehicles/Equipment (Resolution #2008-11)

Consideration of a resolution to surplus vehicles/equipment.

 

5.      Budget Amendment (Ordinance #2008-14)

Consideration of a budget amendment to properly account for various items.

Prior to the meeting, anyone wishing to speak shall complete an index card supplied by the Town Clerk, on which they will provide their name, address, telephone number and the topic they wish to address. In deference to all who wish to speak, each speaker will be asked to limit his or her comments to no more than three (3) minutes.
